Obiviously 10/10 is for the Great Buildings that basically never loses their value, while 0/10 is for the GBs that literally loses like 99% every age.
Depreciation Rate (DR) - How quickly will the Great Building lose its value due to inflation or depreciation of their value. If a Great Building does not have a PAP, this is omitted and the PAP will not be counted as a category. Again, this is looking at the bonus and the amount, relative to the size and amount when you'll probably build it. Passive Praticality (PAP) - How useful the Great Building's passive bonus(es) are. If a Great Building does not have a PRP, this is omitted and the PRP will not be counted as a category. This is looking at the bonus and the amount, relative to the size and amount when you'll probably build it. 
Production Praticality (PRP) - How useful the Great Building's production bonus(es) are.
